The construction of the Racibórz dry polder caused resettlement of 700 people, about 250 families, residing in two villages situated within the proposed boundaries of the polder and the loss of land located in the polder’s boundaries by land owners residing outside the polder basin. The resettlement process implemented in connection with the construction of the Racibórz dry polder was the largest operation of relocation of the population, the so-called project affected persons (PAPs), for the purpose of construction of hydraulic structures in Poland. The lands designated for single-family residential housing and for the construction of municipal infrastructure were acquired by RZGW Gliwice and transferred to the former property owners in the village of Nieboczowy and the Municipality of Lubomia, respectively, in accordance with the rules defined in the Resettlement Action Plan (RAP). This process was completed in 2015.
Under the Project, the new village of Nieboczowy was constructed, including 42 single-family houses for the resettled people as well as technical and municipal infrastructure.
The new village was built at a distance of about 10 km from the previous location of the village of Nieboczowy (situated within the dry polder basin), in an area located about 30 m higher than this previous location.
The village occupies an area of approximately 37 ha where, in order to implement the provisions of the Resettlement Action Plan, the following infrastructure was constructed: roads with a total length of about 4 km, a sewage system, including a sewage treatment plant, as well as an electrical power supply system and a natural gas supply system.
The following facilities were constructed in the new village Nieboczowy in order to restore the individual functions:
- church building,
- kindergarten,
- building of the Cultural Center, which also houses the Volunteer Fire Department Station,
- building of the Cultural Center Village Sports and Recreation Center, together with a full-size football pitch,
- park with an island,
- playground,
- skatepark,
- outdoor fitness area.
Moreover, municipal apartments for rent were built for the people requiring support during the resettlement process.
The removal of the cemetery in the old Nieboczowy and the establishment of a new cemetery in the new village were an extremely important and difficult undertaking. This process was conducted with due care and respect for the memory of the deceased. A new cemetery, including a chapel, was opened in the new village.
Based on an agreement entered into between RZGW Gliwice and the Municipality of Lubomia, this Municipality was the investor for the construction of the new village of Nieboczowy.
These works were completed in 2019.
