The Odra-Vistula Flood Management Project Coordination Unit is a state budget entity that directly subordinates to the minister competent for the water management and operates on the basis of the following documents, among others:
  • The Loan Agreement made on May 11, 2007 between the Republic of Poland and the International Bank for Reconstruction and Development (No. 7436 POL) to co-finance “The Odra River Basin Flood Protection Project”,
  • The Loan Agreement made on September 10, 2015 between the Republic of Poland and the International Bank for Reconstruction and Development (No. 8524 - POL) to co-finance “The Odra-Vistula Flood Management Project”,
  • The Order No. 2/2011 of the President of the National Water Management Authority (KZGW) of January 26, 2011 on the establishment of a state budget entity, the Odra River Basin Flood Protection Unit, amended by the KZGW President’s Order No. 4/2011 of February 2, 2011 and by the Order No. 10/2015 of August 4, 2015; and Order No. 2 of the Minister of Maritime Economy and Inland Navigation of February 1, 2018 on the establishment of the administrators of the state budget funds in parts owned by the Minister of Maritime Economy and Inland Navigation,
  • The Charter of the Odra-Vistula Flood Management Project Coordination Unit.
The Project Coordination Unit (PCU), as a dedicated organizational unit, was established in 2007 to provide ongoing coordination of the implementation the Odra River Basin Flood Protection Project (ORFPP) and since 2008, after its organizational structure was put in place, it has performed coordination functions for the individual stakeholders of the ORFPP. By the Order No. 10/2015 of August 4, 2015 the KZGW President changed the name of the Odra River Basin Flood Protection Project Coordination Unit to the Odra-Vistula Flood Management Project Coordination Unit and expanded its activities to include the implementation of the Odra-Vistula Flood Management Project. Due to the entry into force of the provisions of the Water Law Act on January 1, 2018 there was an organizational change as a result of which the PCU, as a state budget entity, reported to the Ministry of Environment (the Minister of Environment was competent for the government administration section “water management”). Under the Regulation published on January 12, 2018 in Dziennik Ustaw (Journal of Laws) of 2018 item 100, the President of the Council of Ministers assigned the management of the water management section to the Minister of Maritime Economy and Inland Navigation. This Regulation was published on January 12, 2018 with effect from January 9, 2018. As a result of these successive changes, the PCU has become a state budget entity reporting to the Minister of Maritime Economy and Inland Navigation.

The PCU coordinates the works specified in the Loan Agreements which are components of financial engineering constructed to fully implement these Projects. The PCU’s tasks include the following, in particular:
  • Cooperate with the minister competent for the water management, the minister competent for the interior, the minister competent for the public finance, the minister competent for the inland waterways, State Water Holding Polish Waters, and any other central and local government agencies associated with the implementation of the Projects and the operation of the Project Steering Committee;
  • Coordinate the Implementation Agencies’ activities related to the implementation of the Projects;
  • Provide technical assistance and support to the Implementing Agencies in the implementation of the Projects, including with regard to the application of World Bank procedures;
  • Organization of trainings for Project Implementing Units in the field of issues related to the implementation of the Project;
  • Prepare work plans under the Projects and monitor the progress in their implementation;
  • Monitor the Project works and evaluate their progress;
  • Coordinate and monitor on an ongoing basis the flow of funds allocated for the implementation of the Projects and co-participate in the management of Project funds;
  • Provide reporting, including the preparation of quarterly reports on the implementation of the Projects and their submission to the World Bank, the Council of Europe Development Bank, and the Steering Committee;
  • Submit withdrawal applications under the Projects in accordance with the terms and procedures provided for in the Loan Agreements and the provisions of national law;
  • Support or carry out activities associated with the preparation of new projects arising from the national flood protection strategy;
  • Cooperate on an ongoing basis with the World Bank and the Council of Europe Development Bank;
  • Perform any other tasks provided for in the Loan Agreements or commissioned by the minister competent for the water management which are associated with the implementation of the Projects.
